Iranian Red Crescent Strategy for International Cooperation (2013-2023)

 Vision                                                                                                                      

The principles for developing a vision for IRCS International Cooperation Strategy are as following:

1. The institutional principles and values of the Iranian Red Crescent including the humanitarian and Islamic ethical values, the Constitutional Law of Iran, the 5th National Development Plan of Iran, the Statute of the Iranian Red Crescent, the Fundamental Principles and other rules and regulations of the International Red Cross and Red Crescent Movement,

2. The mandate and legal responsibilities of the IRCS mainly in the fields of disaster preparedness and response, health, promotion of peace and friendship and dissemination of International Humanitarian Law,

3. Humanitarian needs and priorities at national and international levels,

4. Actual and potential capacities and resources including budget, and predictable resources until 2023, public voluntary donations, capacities of youth and volunteers and predictable international contributions,

5. Improving the IRCS role in the international humanitarian community.

Based on the above principles, the 10 year vision of the IRCS for international cooperation is:

Effective contribution to protection and promotion of human dignity, improving the life of vulnerable people and those affected by disasters and crises and strengthening peace and friendship at international level.                                                                       

 

Mission

The principles for a mission of IRCS International Cooperation Strategy are as following:

1. Providing international humanitarian assistance based on:

a. Sufficient information and knowledge on the needs and priorities of vulnerable and affected people,

b. Providing humanitarian assistance in a coordinated and timely manner and with taking into consideration of political, economic, social and security situations,

c. Providing humanitarian assistance with taking into consideration of recovery and long term development of the vulnerable and affected community,

d. Active and effective participation of the vulnerable people and local community in particular the National Societies in the humanitarian programme,

e. Respecting the humanitarian and Islamic ethical principles and values in providing humanitarian assistance,

f. Providing humanitarian assistance according Fundamental Principles and strategies of the International Red Cross and Red Crescent Movement,

g. Contribution to disaster prevention and risk reduction and improvement of the health condition of the affected community as well as protection of environment,

h. Promotion of peace and friendship and culture of non-violence globally,

i. Enhancement of legal principles and institutional capacities for protection of victims of armed conflicts (International Humanitarian Law) and the safety and security of relief workers,

j. Effective use of the capacities of youth and volunteers in humanitarian services,

Based on the above principles, the 10 year mission of the IRCS International cooperation Strategy is:

More effective provision of humanitarian assistance and services to the vulnerable and affected people in disasters through:
