Following the military attack of 9 Esfand 1404 (February 27, 2026) within the territory of the Islamic Republic of Iran, which according to published reports resulted in the death and injury of a number of civilians, including students at an elementary school in Minab, the Iranian Red Crescent Society and the National Committee on International Humanitarian Law of the Islamic Republic of Iran express their profound sorrow and serious concern regarding the humanitarian consequences of this incident.

Under peremptory and customary rules of international humanitarian law, including the provisions of the four Geneva Conventions and their relevant Additional Protocols, the protection of the civilian population in all circumstances of armed conflict is mandatory. The fundamental principles of distinction, proportionality, and precaution in attack require parties to a conflict to distinguish at all times between military objectives and civilians and civilian objects, and to refrain from launching any attack expected to cause incidental civilian harm that would be excessive in relation to the anticipated concrete and direct military advantage.

Children and educational facilities are entitled to special protection under international humanitarian law and related protective instruments. Should the targeting of civilians or civilian objects be confirmed, such acts would constitute a violation of international obligations and require independent, impartial, and transparent investigation within the framework of competent legal mechanisms.

The Iranian Red Crescent Society and the National Committee on International Humanitarian Law, emphasizing the neutral, independent, and humanitarian nature of their mandate, underscore the necessity of:Full compliance with obligations arising from international humanitarian law and international human rights law;Ensuring immediate and effective protection of civilians and vulnerable groups;Strengthening the role of relevant international bodies in safeguarding humanitarian principles and norms.

In this context, the international community and the components of the International Red Cross and Red Crescent Movement, particularly the International Committee of the Red Cross, are expected, within their respective mandates and competencies, to take appropriate measures to protect civilians and ensure respect for international humanitarian law.

The Iranian Red Crescent Society, while expressing sincere sympathy to the bereaved families and all those affected, reaffirms its full readiness to continue relief operations and to provide medical, humanitarian, and psychosocial support within the framework of its humanitarian mandate. It further reiterates its firm commitment to alleviating human suffering, upholding human dignity, and safeguarding humanitarian principles in all circumstances.

The defense of the fundamental principles of international humanitarian law and the protection of civilians constitute a shared and universal responsibility. Their observance remains essential to preserving humanity, even in the most difficult circumstances of armed conflict.
