The full text of Ms. Spoljaric’s letter is as follows:
Dear Dr Kolivand,
I write with reference to your letter of 1 March 2026 and our bilateral meeting on 9 March.
I am gravely concerned about the escalation of hostilities in Iran and the region, including the impacts oncivilians and civilian objects, including hospitals and schools. I have made the position of the International Committee of the Red Cross (ICRC) clear in my engagements with states and in my public statements. I continue to call on all parties to respect their obligations underinternational humanitarian law. I also stress that medical personnel andfirst responders, such as National Red Cross and Red Crescent Societies, must be protectedin all circumstances.
At the same time, I ask that you take note that public statements on alleged violations of IHL would be contrary to the ICRC’s neutrality. Your support in ensuring that the mandate and non-politicised nature of the ICRC are respected in line with the principles of the Movementis essential.
I have taken careful note of the serious incidents against civilian, medical, physical rehabilitation and educational facilities mentioned in your letter. Our Legal Department will respond to the Legal Department of the Red Crescent Society of the Republic of Iran (IRCS) on the issue of activating the supervisory and protective mechanisms available under the Geneva Conventions.
The ICRC is ready to expand its support to the IRCS and to strengthen our operations. Our delegation in Tehran will discuss the key issues raised.
