Dear Dr. Tedros,

I, on behalf of the Iranian Red Crescent Society, hereby express my profound concern, deep regret, and strong condemnation regarding the attacks carried out against healthcare and medical infrastructure in the Islamic Republic of Iran, following the recent military actions by the Israeli regime and the United States of America.

According to documented field reports, a total of 292 medical and relief centers, including hospitals, health centers, pharmacies, branches of the Red Crescent Society, as well as 48 ambulances and relief vehicles, have been damaged or destroyed during these attacks. Furthermore, these incidents have resulted in the martyrdom of 22 medical personnel and relief workers, and the injury of 113 others.

Based on the attached documentation, a number of the affected hospitals include: Gandhi, Motahari, Yas Sepid, Yaeian Hishfa, Arman, Seyed al-Shohada, Khatam, Roozbeh, Arash, Taleghani, Razi, Al-Zahra, Khanevadeh, Khorshid, Abuzar, Baghaei, Andimeshk, Imam Ali (PBUH), Nabi Akram (Oshnavieh), Hazrat Zeynab (Arvand Kenar), Salman Farsi, Nahaaja, Karaj Imam Khomeini, Qamar Bani Hashem, Dr. Zahedi Dialysis Center (Fardis), Salah al-Din Ayyubi (Baneh), Tohid (Sanandaj), Besat (Urmia), Imam Khomeini (Saqqez), Payambar Azam (Qeshm), Khatam al-Anbia (Jask), Salas (Salas Babajani), Qods (Paveh), Shohada (Sarpol-e Zahab), Samen al-Hojaj (Sirjan), and Bahman (Zanjan).

According to this report, among the affected hospitals:

13 hospitals remain fully operational;

5 hospitals are partially operational (emergency services only);

13 hospitals are completely out of service;

7 hospitals have been evacuated due to safety concerns.

In addition, the Comprehensive Rehabilitation Center of the Red Crescent has sustained severe damage, and 17 relief bases and Red Crescent branches have been destroyed.

These actions constitute clear and grave violations of binding rules and principles of International Humanitarian Law, in particular:

The four Geneva Conventions of 1949, especially the First and Fourth Conventions;

Additional Protocol I of 1977, particularly Articles 12 and 15;

The fundamental principles of distinction and proportionality in armed conflicts;

United Nations Security Council Resolution 2286 (2016).

Dear Dr. Tedros,

Given the legal and moral standing of the World Health Organization as the highest international authority in the field of health, it is expected that the Organization:

Publicly and unequivocally condemn these attacks;

Urgently pursue the matter through relevant international mechanisms;

Take necessary measures toward documentation, independent investigation, and ensuring accountability of those responsible for these violations;

Provide support for the reconstruction of damaged healthcare infrastructure and the protection of medical personnel.

Undoubtedly, silence or delay in responding to such blatant violations will undermine the foundations of International Humanitarian Law and place more civilian lives at serious risk.

Finally, the Iranian Red Crescent Society expresses its full readiness to provide supplementary documentation and to cooperate with your Organization in pursuing this matter.
